Users_Time Zone Set-up

This new functionality allow the quick booking user's date and time conversion set up as per the relevant time zone.
This requirement is from the outside of the byondpro sage crm framework develpment.

Need to store the date & time in the server date & time zone and display the date & time on screen for the user in the user's own date-time zone when; 1a. user creating a quick booking through resource availability. 1b. user creating a quick booking through quick booking pop-up 2.
