This function will enable the booking re open access to users who has 'System Admin' rights.
Configurations need to be set up
Set up a new configuration to Allow the user to setup enable the booking re open access to users who has 'System Admin' rights.
Administration -> Cemetery System Setup -> Custom Configuration -> New
Name : RightsForReOpenBookings
Description : To enable the booking re open access to users who has 'System Admin' rights.
Details : Enable - Y Disable - N
Value : N
Note: If there is a typo error in the above mentioned option values, system will taken as "N"
